i completed the quest but i still cant dig anything up. dont know for sure if its a bug or im just not figuring out how to do it. according to wowhead i should have gotten an ability, but i dont see one in my abilities screen

I believe the same thing has happened to me.
You need to purchase the shovels from the Dragon Expedition vendor at the base camp. Each shovel costs 15 dragon isle supplies and has 5 charges (five digs).

I have the same issue. I have shovels in my bag and quest completed
I bought the shovels before doing the quest, now there is no quest and I’ve never seen a pile of disturbed dirt despite having shovels in my bags.
2 shovels no quests , probably another joke from Bliz

I have the buried treaures unlocked, but no quest, no ability and cant dig up the treasures even after the weekly reset. I have shovels too, but no such luck. I think this is a major bug on the npc/quest/ability.

Got the quest, got the shovel, nothing else after, cannot see dirt anywhere it shows on my handy notes.
I am having this issue on multiple alts as well.
I have the required renown level.
I have shovels.
The quests to unlock the ability to dig up dirt and interact with expedition scout packs are not showing up.
