There’s a piece of transmog, Shadowmoon Shoulderguards, that I want to go after, but it seems that it’s a garrison item from WoD.
If I want to go after the mog, does it require questing to set up a garrison if playing on a toon which was boosted in BfA, and therefor doesn’t have any WoD stuff setup?
Yes you have to go do said quests to get Garrisons
You also need to level up said Garrison to get what you need
You get the set items from the War Mill/Dwarven Bunker.

Thanks for the replies, would you consider unlocking the dwarven mill vendor particularly time-consuming?
Build the armory. I forget if you need it at rank 1 or 2 for the cosmetics vendor to show up.
After that, clear out Iron Docks. You’ll end up with at least one “Battered Iron Horde” item, either a helmet, shoulderpads, or belt. The things drop like candy, so it shouldn’t take more than 2 or 3 runs.
Once you have the shoulderpads, just trade them and 50 Iron Horde scraps for the shoulders you want.
It takes an hour to build/upgrade a building, and then a couple of minutes to clear whatever Iron Horde-based dungeon you want, and that’s really all the time investment it takes. Worst-case scenario, if you’ve never built a garrison on your toon, is that you might need to either scavenge for the garrison resources to build, or wait for them to passively generate, which would probably take a day or two.
