I read up on WoW Head, Icyviens, and other meta for what best in slot for my spec that way if it drops in a raid I can need it. However, it have had drops that are the best, and then I go to Raidbots to compare with what I have at same level, but most items are dps loss. Even gear that has stats that are not the best will out preform.
Is simming always the best way to know how much it will increase my performance, or is it not as reliable and there are better ways to know if better?
The “best item” list is basically if you have every single one of these items it’s the best set
A pair of gloves may not be the best for you specifically cuz you have different gear in the other slots than what’s on the website so the value of secondary stats will be slightly different to you
So yea, end of the day it’s sim to wim

Simming is better than general item recommendations. Especially in regards to secondary stats.
Mostly get an idea of what you want and bear in mind your stat priority can change based on what effects of gear you have, eg;

Do you have a direct damage trinket? Your secondary stat prio may change marginally based on what the damage on that trinket scales off.

Do you have a stat proc embellishment/trinket this will usually reduce the need for that particular stat - for most of my monks, Crit is no longer juicy and raidbots wants me to get Mastery then vers currently.

Have you got a ton of one stat even though it’s meant to be good for your class? You might have hit the stat DR and are better off swapping out to others.
You have to achieve a delicate balance of secondary stats to max out your DPS.
