Catch up mechanic? Huh? This isnt patch 9.2, the gear doesnt just reset. You have easy (but grindy) to obtain honor and reputation gear. The s1 gear is half price with no requirements for raiting. What were you looking for exactly?
MMOs (especially old ones) often reward you for your time. You are just starting that time investment late. The half off gear with no requirements is your catchup.
