He’s patrolling around behind The Firelands raid. I’m level 93, so it appears he’s a world boss.
Hes a rare elite from Cataclysm, when he was live you would occasionally get groups forming to wack it.

Nope! He means Garr.
Garr is one of Cataclysm’s five World Bosses. When killed these World Bosses drop two Normal Bastion of Twilight/Blackwing Descent/Throne of the Four Winds-quality BoEs, and each of the World Bosses drops a unique piece of loot as one of those BoEs.
These guys used to be a lot tougher and they only dropped Cata Heroic-quality versions of their unique pieces with no guaranteed BoE pieces. This was changed in the patch that added the ZG/ZA remakes, and their healthpools were cut by something like 60% as well.
The others are Mobus (Vashj’ir), Xariona (Deepholm), Julak-Doom (Twilight Highlands), and Akma’hat (Uldum).
FUN FACT: Garr’s little minions still give Hydraxian Waterlords rep when killed, too!
Huh. I played Cataclysm, I honestly never remember killing Garr back then.
A truely popular mob to wack
These guys were NOT common, and unless you were a Blood DK they weren’t exactly easy to take down either. Most of the time the easy three would be soloed by folks extremely late at night when nobody else was awake and looking to take 'em down.
Garr and Julak-Doom were particularly challenging compared to the others. Mobus, Xariona, and Akma’hat were all easily soloed by a Blood DK. Garr and Julak could and would wipe 25-man raids quite easily.
My first thought was that he was tied to the Rogue hidden Windfury appearance, since Garr did drop one of the binding back in the day.
If only!
But no; he’s just one of Cata’s World Bosses. 99% of this game’s playerbase probably doesn’t/didn’t even know Cata had World Bosses!

Wow yeah this was news to me too. I had no clue Cata had any world bosses, it was never once mentioned as far as I remember. Or I’m just that oblivious.
You’re not oblivious. There is absolutely no indication of their existence that is readily available in-game, at all.
39 Alliance players on Hydraxis and I accidentally found Mobus on Christmas evening back in 2010 because somebody’s NPCscan went off after we tried brute-forcing a Whale Shark for the achievement (the thing, like all Whale Sharks, could be targeted from literally anywhere in Eastern Kingdoms at the time), and to my knowledge that was the absolute first documented kill of any of Cata’s World Bosses.
Sad story, he got fired after losing work equipment. And that’s after he got beaten by a mob of thugs
And beaten again while being homeless
Lost all his children too
