Did they ninja nerf Darkmoon Firewater?

Just wondering, my cast bar that shows speed of gathering is showing it’s the same speed with or without darkmoon firewater.

I usually do old world skinning farms in northrend or cata zones, and it’s insanely slow with the darkmoon fire water now, did they change it? Tooltip still says it’s suppose to increase gathering speed in old world.

Tooltip now says it increases gathering speed by 15%.
Yes, it’s a nerf. No, not welcomed one.
