Looks like it was removed from my PvP talents not sure if they took it out or not.
Permeating Chill is now baked into all of your blue spells by default. The talent was replaced with heavy wingbeats and is now a general ability. Check your spell book.
I think they mean to ask about Crippling Force, the PvP talent that made disintegrate stack it up to an 80% slow.
Yes, they removed that one. Permeating Chill itself is just a passive so we still have a slow, we just can’t make the slow slower.
