Did they change world quest pet battles - my low level pet no longer gets experience. I have a level 8 (Thistlebrush Bud) on my team to do the WQ “Resilient Survivors” in Revendreth. I have done the battle multiples times and the level 8 never gains experience even thou its swapped in. Did they change something recently?

Nothing has changed that I’m aware of.
Just ran the fight with a level pet and it went from level 1 to level 3.
What strategy are you using?

Pandarian Water Spirit (25) - Water jet, Dive, Whirlpool
Thistlebrush Bud (8) - level pet
Nexus Whelpling (25) - Tail Sweep, Mana Surge, Arcane Storm
Turn 1 Whirlpool
Turns 2-3 Dive
Turn 4+ Water Jet until Ash dies
Fang comes in
Turn 1 Whirlpool
Turn 2+ Water Jet until Pandaren Water Spirit dies
Bring in your level pet, then swap to Nexus Whelpling
Bring in your Nexus Whelpling
Turn 1 Arcane Storm
Turns 2-4 Mana Surge
Swarm comes in
Turn 1+ Mana Surge may continue
~~ Arcane Storm & Tail Sweep until Swarm or Nexus Whelp dies
I have done this battle today several times (on alt characters) and the level pet never received any experience from the battle.
Just to test the Thistlebrush Bud (to make sure its not an issue with that particular pet) I did a wild pet battle and included it, and it gained a few levels just fine.

I know I received very little xp for my pet, around 200-ish? I don’t know what the requirement is to get from 8 to 9, but it might just be that it wasn’t giving enough to get you any levels? Did you put in a different level pet at level 1 to test?

I know the strat they’re using, and they bring the level pet in after the Water Spirit dies, then swaps to the Nexus Whelp.
I used the exact same strat when I tested it and I got xp. I think it might just be how low the xp is means you have to do a lot of battles to level beyond a certain point because SLs and BfA tamers have horrible xp for leveling.

Same here. Battled Sylla using exact same strategy as OP, just with a different carry pet. Level 14 pet got 270 XP so yeah, going to take several fights to get a level increase.

I’ll go try again and report my findings.
Update: this time it indeed gave my level pet 284 XP. I was checking the text in the General tab before as well and didn’t see any experience for the level pet - maybe I’m going nuts

I’m curious, was this last try with an alt that’s not 60 yet ? I’ve noticed that you sometimes have several lines of info displayed about both your character and your pet progress and XP, may have to scroll back up a little to see the pet XP.
No, the last alt was a level 60 character.
