Had an alt standing in Brill for a while today and I haven’t seen the Headless Horseman show up at all. Shouldn’t it be every 15 min or so?
It is started when someone accepts the quest.
If you failed or it was on rp cooldown, abandon and restart.

That is “Let the Fires Come”.
There are two quests that are essentially the same quest. Let the Fires Come replaces Stop the Fires at night, I think between 7 PM and 7 AM server time.
AFAIK, Stop the Fires does not spawn the Horseman to do the fires. If it did, it is definitely no longer doing that.
Maybe they accidentally pulled the plug on half the event early. You know, to be in line with the usual Classic experience.

10-15 people standing around Brill for the past hour plus and no horseman.
Something’s definitely broken. (or Somehow the event ended a week early?)
I’ve tried dropping/picking up the quest and nothing’s changing. Just hearing the yells of the goblins from the Zepps arriving/leaving.
Definitely wasn’t like this before today. Saw HH often after arriving in Brill the past week.

Update: I found a layer on my server does have the event working.
So yeah, definitely busted, but only for some layers
Alright guess I’ll try layer hopping to find somewhere that its working.
I thought the difference between the two was one was available before the event started and the other during the event after HH is already flying around burning stuff.
You may be right. I’d just noticed late at night it would always be “Let the Fires Come” and it would be “Stop the Fires” during the day when he would constantly come.
If it’s only “Let the Fires Come” for the starter then I bet this is getting bugged by people not killing the HHM at the end.
I had this happen earlier today as well, only on Grobbulus horde. The rest (Earthfury horde, Faerlina horde, Grobbulus alliance) worked.
I abandoned and restarted that quest several times. I didn’t try a different city though as that may have worked. Brill did not.
