Do you possibly already have one sitting in your bags or bank? It won’t drop again if you had one and forgot to turn it in for the last event (which one of my friends just realized last night, finding two different ones from different expansions in her bank while looking through stuff).
I don’t. I looked before posting. Plus I’ve been standing by the vendor since before my first queue popped, and there’s no quest for me to turn in.
I’ve gone through loot and quest logs, there’s nothing showing me obtaining the item, or the quest (accepting or completing).

Same thing has happened to me. Did not get the item once the dungeon was finished but I saw it drop for other people in my group. I did a few more dungeons and it still hasn’t dropped.
I filed a ticket and the return was very hopeful. I provided the required screenshots and the answer now is ok yeah, you don’t have the item. File a bug report.
200 missing badges is a lot of badges.

Also had the same problem with 3 alts now…
nice blizzard fix one exploitable farm low lvl characters and bug high normal characters. Complete today 3 timewalking dungeons with 2 characters lvl 80 and 1 lvl 77 and not receive scroll quest for give 200 badges. and quest
/run print(C_QuestLog.IsQuestFlaggedCompleted(83285)) says FALSE in 3 characters and not drop this item??? cmon… same this week on same characters dont receive FRIGID-TIMEWARPED-PRISM
My wife is having the same issue.
same issue, i’ve tried multiple runs on different characters, its happening to me for 2 weeks now, already checked bag, mail and bank. I don’t have the quest item
i can’t speak for anyone over lvl 30, but i just NOW tested a theory that there might be a minimum level to get the item. i grinded my alt from 11 to 30 doing only wrath timewalking dungeons and it finally dropped when they hit 30.
so for those of us using our alt armies and using low lvls, 30+ at least for the wrath weekly. :-/
My toon was 77, and last week it was a different toon that was 73.
I wonder if it’s 70+s this week? My 80 last week got one fine, and my sub-50 got it this week, but my 70ish drac isn’t getting it.
