i take everything Pservers do with a grain of salt
but given alot of caster gear AQ onwards has spell penetration…
that could be somewhat true

Only thing you can do right now is for the gates of AQ to open up and see for yourself. I’m sure people will be posting all this info within the week.
My guess is it has more to do with warlock curses giving 75 spell penetration.
There has never been a way to mine the data of boss resistances. The best you could do was use an addon to attempt to calculate it over enough time & spells. The pservers probably just gave them all 75 resistance to ensure that curses of elements/shadows were always relevant.
Near as I can tell in BWL bosses have more than 75 resistance, if I’m understanding this correctly.

“Firstly, the level difference between the caster and their target determines the spell hit chance. A spell which misses its target results in a full resist, whereas partial resists can not occur. Spell hit rating decreases the chance of getting a resist due to this difference. Secondly, [Resistances] increase the chance to resist a spell. They can cause both full and partial resists, and can be overcome with [spell penetration](and, limited to [binary spells spell hit rating). A full resist due to level difference cannot be distinguished from a full resist due to resistances.”
In our logs for Blackwing Lair this week we had curse of shadows and curse of elements applied and yet we get things like
Thrizz Shadow Bolt Firemaw 691 (R: 230)
Thrizz Shadow Bolt Vaelastrasz the Corrupt 536 (R: 486)
Boyaa Fireball Chromaggus 1910 (R: 503)
Ztrac Arcane Explosion Nefarian 280 (R: 85)
Partial resists notably did not happen at all on the Bone Constructs.
All mobs gain 8 resistance per level-above-yours that cant be penetrated. Against lvl 63 mobs/bosses that is 24 resistance and amounts to about 6% damage resisted that you can’t do anything about.
Huh, played the game since 2005 but had no idea. I do remember people saying spell pen wasn’t useful.
Spell pen is the most valuable stat when targets have resistance that can be penetrated. The problem is that there is no way to know how much resistance a target has, it’s literally impossible. If you use spell pen and the target has no resistance to penetrate, its a completely useless stat. Since curses usually penetrate most/all resistance anyways, spell pen is considered pretty garbage stat in pve.
In PvP though you wont get curses on your targets and there are a lot of talents and items with resistance so 40-50 spell pen is pretty good to have in pvp… especially against SL warlocks.
The best tool for gauging mob resistance is finding an addon that measures your penetration and logs your hits, then attempts to estimate resistance. I had one in vanilla but ive yet to find a good one in classic. I believe such a tool was used to calculate the following info:
Determining boss resistance values is not impossible in the age of Warcraftlogs. Most class discords will have some numbers regarding specific bosses/instances. An effort is currently being made to determine all resistance values for every boss in the game.
Certain bosses have more armor than others for sure, it’s possible there could be theme involved resistance vales like they do with boss armor.

Don’t forget that frost is binary and basically every other school isn’t.
Frost either hits or misses. Fire and Shadow can partially resist. Likewise, warlocks are tough to model because of ISB. ISB can provide 20% swings. Technically, I believe a partially resisted sbolt crit can hit for less than a full sbolt hit.
I think I read somewhere that you need warlock’s curse + 20 spell penetration to reduce partial resists to 0.
Crits can also be fully resisted. I’ve procced elemental devastation on my shaman after a full resist a few times.
According to my Shadow bolts AQ doesn’t have any more resists than BWL.
