This world quest in Ringing Deeps barely has enough spawns for a single player to complete the quest, and yet dynamic spawning isn’t enabled for the swarms of people doing it for rep. How does this keep happening?
I understand the need to avoid enabling easy hyperspawn farms, but it’s been 5 minutes and I’m averaging less than one kill per minute with 12 required.

not enough spawns and/or spawn rate too low.
Literally dozens of people flying around/waiting, which means worms ~instantly die when they come up, thus people miss spawns, thus more waiting, thus the mob of people grows, worms die even faster ad infinitum

It’s not a spawn rate issue, it’s that they are underground until you walk up to them. Look for the rumbling ground effects.
Wrong worms, you are thinking of the ones in the north end of Hallowfall. These in this world quest are all above ground from the very moment they spawn and can move freely.
Nope, sorry but you are wrong. Go look for yourself. Yes there are some that spawn above the ground but a majority of them are underground with rumbling ground effects. Once I noticed this I got the remaining 10 kills for the world quest very quickly.

The players I was with were all going in to that mine. There are still only about 4 spawns in there that were coming up at even a remotely reasonable timeframe. We aren’t blind (though the players in your shard might have been).
No, I’m not talking about in the mine. I’m talking about outside the mine. They are literally below the ground and only marked by rumbling earth effects. They are all over and spawn very quickly. You just have to look for the rumbling earth effects.
