This list is based on my first impressions of the spec in Beta.
1- That Devourer’s starting class talent was VR (and for Havoc’s Felblade)
2- An ability to easily consume leftover souls after a battle
3- Some basic utility for Throw Glaive. TG is irrelevant as a pooling ability in a spec that’s already ranged, and doesn’t contribute anything unless you spend talent points to improve it. Maybe a base slow that improves with talent? I don’t know, what I do know is that it feels pointless in a spec that already has few abilities.
4- Void Metamorphosis should give you a free Collapsing Star when you activate it from the start. I know we get it with the last Apex talent, but it’s simply too late. The Void Metamorphosis experience during leveling is miserable since unless you’re in a dungeon or fighting rares, you don’t see a single Collapsing Star, and I don’t even want to imagine what it will be like to level up a Demon Hunter from scratch with Devourer.
5- We have Void wings, we need Void eyes
6- This is more of a “what if” than a wish. Given the few number of buttons Devorador has, how about trying to separate Collapsing Star from Void Meta? Void Meta could actually improve Collapsing Star.

You can talent to make throw glaive apply a slow if you want.
True, but if you don’t spend a point on that talent, TG is useless, unlike in the other two specs. Since Havoc and Vengeance are melee, TG is excellent for pulling, and Vengeance even generates increased threat, it have a base utility before being enhanced with the talent.
Devourer is ranged so you don’t need to use it to pull, TG simply doesn’t contribute anything to the spec until you have spent one talent point on it.
Sounds like they should just remove it instead.
Wishlist:
Add another rotational ability.
Buff reap damage abn make fury generation on it baseline.
Soul Immo changed.
An actual on use CD.

I like #6. I really do not like that they merged Meta & Collapsing Star into one button (I just bind it twice), would much rather it be its own ability that is, like you said, heavily empowered during void meta. The biggest issue I have with Devourer right now is the lack of any interesting moment to moment gameplay outside of meta.
the obvious one is that a cancelled collapsing star needs to refund souls, if not this then make it uninterruptable with a heavy DR, i understand that second suggestion might be controversial on account of circumventing mechanics, but given the urgency that comes with casting collapsing star in meta, i doubt it would be held for DR purposes.
the second thing, is the rotation desperately needs one more button, i understand there is skill expression in maintaining meta, but i just dont feel like thats enough, especially considering that outside of meta feels very lackluster rotationally.
the last thing isn’t necessarily needed, but i would honestly like it if devourer got a slight nerf overall in a relative sense, and got an additional CD that generates souls, say on a 1 minute CD, if not 50(could be OP) then something like 30 so that you dont completely lose out on lust pulls, and it could add some skill expression in decision making in mid pulls to either use it to prolong a meta, or holding it to jump into a new meta.
