When going into the valley to fight Voress’thalik, it is already dead and it will not respawn or progress the quest. I have abandoned and accepted the quest several times in hoping it would fix the issue, it did not.
Apparently, it is a 10.1 bug. I hope Blizz fixes this bug as I would like to complete the Mists campaign.

I was able to get it done. What I did was go into War Mode and then fly back to Voress’thalik and he was phased in a way where I was able to kill him to complete the quest. Hopefully this helps you.
Didn’t help me.I’ve tried doing the entire chain on two different toons…and both stuck at the dead Voress. I even tried shooting it once just to make sure he doesn’t die…and no…the quest requires me to hit it twice and then he’s dead and then we cant progress any further.I tried turning on warmod on and off …flying back n forth…nothing help…wrote a ticket…no response…Good Job blizz…
