Never Surrender has it’s uses in magic damage heavy fights. If you watched the MDI, pretty much every tank hearthed out of Motherlode while the skip to the third boss was being set up and respecced into it for the last two fights as it gave better suvivability then Bolster.

Does the talent Shield and Board affect my Devastator auto-attacks?
Hated Devastator, don’t want to see it again.

When it was introduced in legion it was not a go to pick initially because Indom was much better.
Then came along the nerf to indom and the legendary gloves that buffed SS and TC dmg by 20 percent after each devastate. Instead of using a global the buff would refresh ever auto attack
Deveststor used to apply sunder, I believe they should bring that back along with execute and heroic strike
