I like the Spellweaver class concept, but I had a lot of trouble keeping my Evoker alive in the openworld until I adjusted the talents Starter Build. I maxed Living Flame (LF) as much as possible to be able to spam heals in a crisis and switch back to spell dmg ASAP.
This build is only talented up to lvl 63 the promotion lvl cap. I find that it is successful against lvl 65s and even the occasional lvl 68 with the better aoe CC and improved LF heal synergies.
I wanted to explore more of the terrain and experiment with the Dragonriding flight system and Crafting systems. So being able to survive the zones beyond the Waking Shores at lvl 63 was essential.
Once a char is capped at lvl 70, perhaps more creative builds are possible. Though I would always want the best solo build even at lvl 70.
I adjusted a few talents off the Starter Build to address the utility CDs, lack of slows/snares, and increase the synergy and potency of Living Flame. Otherwise, there’s just not any way to either kite effectively and heal back before switching back to dmg.
I didn’t try this build in PvP. This was just to increase the solo survivability of the Deva-Evo in PvE world combat against elites or aoe mobs.

The guiding principle for Devastation Talents is reaching Burnout to proc LF instant casts while kiting. Everything else is aimed at maximizing dmg in whatever playstyle you prefer. By gaining Burnout, you can heal faster and recover faster when fighting elites, higher lvl mobs, or simply survive a larger pull.

Volatility (It’s possible to unlearn Eternity Surge and switch to a Firestorm build option but I find Eternity Surge to be a great dmg ability without the stationary field. You’re going to be doing a lot of kiting. Firestorm requires kiting across the Firestorm field.*) -
Deva Talents Learn:
Burnout
Engulfing Blaze (boosting LF potency with the Burnout instant cast proc makes the 0.5 increased cast time inconsequential)
Inner Radiance (increases LF and Emerald Blossom healing potency for solo build; lose Quell’s 20 sec CD but without greater healback Quell isn’t enough to recover from large dmg attacks… and at 20 secs, it’s not sufficient to interrupt consistently either)
Rotation:
The rotation with these talents is to start with a Fire Breath tap for a max DoT uptime while channeling Disintegrates. Obsidian Scales can be used in close quarters with LF heals. Use Wing Buffet, Tail Swipe, and Quell sparingly only for massive dmg, CC, or debilitating debuffs. You can Quell (spell lock 4 secs) every 40 secs = twice per min. And interrupt at melee range twice per 1.5 mins with Wing Buffet (aoe knockback with slow talented) or Tail Swipe. I prefer Wing Buffet because it can knockback all mobs in a frontal cone.
I make sure to weave Azure Strike in-between Disentigrate channels to kite slowed mobs. Hover only has one charge but can be used to gain distance to LF heal or avoid massive aoe.
Evo is a Spellweaver. Your max range is 25yds for spell dmg but all your interrupts are melee range. Most dmg avoidance is kiting constantly with Azure Strikes and dodging back in to interrupt at close range.
Secondary Stats:
I prioritized Mastery and Crit. Crit above 20% has some great healbk recovery potential. Mastery buffs Giantkiller which allows more dmg to higher HP targets until you pop Dragonrage which let’s you have the full buff regardless of HP. This is great for finishing off mobs under 50%.
Dragonrage with Tip the Scales for a full emp Fire Breath hits decently hard as a finisher. If the mob (usually elite) still isn’t dead, spam Pyres on the move or Disentigrates with Obsidian Scales or Hover if CD is up.
Most elites aren’t immune to Landslide if you need time to reset CDs. They may resist however.

Charged Blast (blue dmg stacks 5% dmg to next Pyre x20 = 100%)

Everburning Flame (red dmg extends Fire Breath DoT by 1 sec - each cast?)
Firestorm
Snapfire
Remaining Talents can go to Firestorm to replace Eternity Surge and work with Everburning Flame. DoT for 12 secs. Also learn Snapfire so that instant LF casts can reset Firestorm into a boosted instant cast.
Imminent Destruction is not taken b/c needing a faster emp cast isn’t necessary where only the DoT is required for full dmg or procing other effects. In fact, having the Fire Breath DoT is more important than the emp cast (which takes too long and is too obvious anyway). It’s enough that Fire Breath requires stationary to cast unless Tip the Scales is used to make it instant.
This makes the build almost entirely a dmg build with red dmg only using Azure Strikes for the slowing effect and Disentigrate to increase dmg between Firestorms and LF casts.
I found this build was effective but the Firestorm procs and casts tie you to a smaller area. It’s powerful on multiple mobs but Eternity Surge and Lay Waste are excellent dmg without the locality.
Telegraph Note: You do have to be careful with any telegraph abilities. Fire Breath, Deep Breath, and Landslide on rough terrain may not place correctly and not cast until you find more level ground. Landslide is your only root and Deep Breath your only movement release and teleport. If you can’t Glide, Hover dash, or run to another location, you’ll have to survive without these abilities.
Talents and Class Building Feedback:
I find Deva-Evo somewhat pigeonholed or railroaded into reducing excessive CDs especially on the interrupts and boosting the LF potency and synergy such that experimenting with any other talent build such as spellfrost/eternity surge or tankier options like Obsidian Scales x2 charges or even Hover x2 charges just isn’t possible and have any sustain or recovery options.
Idk how Deva-Evo might play in a group where solo heals or CC slows might be less important, but there doesn’t seem to be an ideal dps rotation? I’d like to hear other ideas on talent builds. I find this class kind of frustrating. Unlike other classes that I feel like they are strong or powerful in certain roles or just fun “out of the box,” Deva-Evo feels like a ranged dps without the range (25yds??) or utility (interrupts 1.5 mins?? no slows?) unless you talent to get rid of the crippling problems plaguing it and then you don’t have any talents left to build a creative dps alternative build. There are essential talents and then it doesn’t have room for creative options.
I don’t find the class fun to play “out of the box” and talenting to remove the negatives only restores functionality, it doesn’t mean it’s fun to play. Rather, it now “works.” Imho, playing any other class feels better and has a sense of real playstyle options across roles and multiple dps specs–PvE solo, Group DPS, or PvP.
