Edit: Disregard. After testing I was able to determine it’s the latter: You will never get less than 30% of the value of the mastery you have (e.g. If you have 30% mastery you will be getting a 9% damage buff when the target is 30% or less instead of the full 30%).
I will leave this up in case anyone in the future ever has this question.
Question for the smart people: Dev mastery was nerfed last year and in the notes they stated “In addition, damage no longer falls off once the target reaches 30% health.”.
Does this mean if I have 30% mastery I will always get full value from it, or does it mean I will never get less than 30% of value of the 30% mastery I have (e.g. I’d be getting a 9% damage buff when the target is 30% or less instead of the full 30%). I probably explained that really bad but hopefully you understand what I am saying. If not let me know and I will try to clarify.

Developers’ note: We are reducing the effectiveness of Mastery: Giantkiller and adding a health floor for the damage bonus. The goal is to bring some damage out of Dragonrage due to the talent Tyranny and make Devastation less reliant on hitting high health targets, while still retaining the flavor and gameplay of the Mastery. This makes them less bursty in PvP and allows them to be more flexible in raid and dungeon content. To compensate for the reduced damage during Dragonrage, we’re increasing Devastation’s overall damage as well.

Mastery: Giantkiller reduced by 25%. For example at level 70, 180 Mastery rating now grants 1.5% Mastery (was 2%). In addition, damage no longer falls off once the target reaches 30% health.
