I am excited to see the new changes to Demon Hunter class. It may not be favorable to everyone but it is a good direction.

[ Quick update - it has been CONFIRMED that the devs understand the gravity of removing something like AMN and are fully prepared to compensate in other ways to allow things like immo/Ragefire/demonsurge to still do significant damage. It was also confirmed that The Hunt will scale with our mastery on its own!
We also got further clarification on how Cycle of Hatred will work. Each use of eye beam reduces the cooldown by 5s, up to a max of 20s. Once you reach the max of 20s it will persist for the whole fight ]

Under the current requirements of still having to stack all our buffs with EssB, I still don’t see the Eye Beam CD as anything particularly useful though still. Assuming a perfect scenario where you can fully cast it on CD all the time and not taking additional delays into account with GCD, etc, you’d have:

So really only 4 extra casts, only on such a long fight, in completely optimal scenarios. It’s basically neglible in m+ as well if it only persists for that fight or falls off too quickly between pulls. It may give you a little more leeway for mistakes or time away from boss, but it still isn’t actually useful as is unless I’m missing some more important changes
Which is all very disappointing for me because I love Eye Beam and have hated not being able to take the CD reduction talent this whole xpac

you focus way to much on damage tuning.
would you consider the dev to be “the best dev ever” if havoc ended up being a outlier in damage like shammy is?
On paper sure. But keep in mind that you won’t even see the benefit until 3 minutes into a fight (4 normal EBs + 20 seconds for the 5th) and how does this work if you go out of combat, does your progress get lost? I would assume so otherwise what is there to stop people from just building it up prefight to start with the 20 second cool down?
This also may not play well with our cooldown cycle.
New cycle is a actually awful, if this is what they had in mind it would have been a lot better to keep cycle as it is right now, cycle already provides more or less 20 sec of CDR for eye beam, and unlike this new cycle it’s always more or less 20, and there is no weird requirement other than just doing damage.
The new cycle is an embarrassingly badly designed talent

I hope they are making Sigil of Spite also scale with mastery baseline without needing AMN since it too is Chaos Damage that doesn’t currently scale with mastery.
That would just leave Felblade, Demon Blades, Sigil of Flame, Burning Blades, and the aforementioned Collective Anguish as unmentioned damage losses from the removal of AMN. Burning blades matters the most among those, so hopefully something happens there, and Collective Anguish is indirectly buffed by the new Cycle of Hatred, and even without Mastery scaling may be better than the other two capstones just off of how often it is cast now.
