for two expansions now the only viable talent has been Demonic Consumption with the other two talents being very far behind, please fix this it’s been 4 years now, I would love to use nether portal but it’s quite useless on high cooldown compared to Demonic Consumption, and on top of that it has no synergy with any legendary unlike Demonic Consumption.

Nether Portal isn’t supposed to be used in a high content like Dungeons, Raids and PvP, it’s more a Casual-fun spell. Also the viability of NP in Raids, seem the mechanics, would not be possible, because you have Boss and Adds movements that could get out of range. If you want to use NP, use it in an open world content, like World Quests or Rares that you may find.
There is a specialization feedback thread in the WoW Community Council forum I’ve been contemplating ideas to respond. Nether Portal/Sacrificed Soul being so inferior to Demonic Consumption is on my draft bullet point. Please note other concerns you have below so I can review and put them into text for the response 
Sacrificed Souls:
This talent have quite a nasty issue compared to DeCon, while the later only cares for the quantity of demons at the moment of the cast and afterwards you are allowed to implode imps at no damage to the size of Demonic Consumption, the size of Sacrificed Souls is based on the active demons at the time of the cast.
This creates the Anti-synergie issue that pressing Implosion will also reduce the damage Sacrificed Souls Contribute to Shadow Bolt and Demonbolt until you rebuild your Imps.
Now, thanks to 9.2 synergies it goes significantly high in damage with the complete build https://www.raidbots.com/simbot/report/cNLr82wweheEX3hLfZQ1eu but after that, it will go back down because lots of its talent parts are a little on the undertuned side of things too.
Nether Portal:
I find this talent a nightmare over what direction to go, everyone seems to have a different opinion of it but among the main issues.
1 - Its Tyrant dependent [a NP without a Tyrant extension is less than half as strong as a one with Tyrant Extension]
2 - It’s less intuitive to play than DeCon.
3 - It lack synergies, where DeCon have always had multiple synergies in both bfa and Shadowlands.
4 - The Cooldown being too high, but i would argue, this is one of the few things that distinguish it from DeCon.

according to ?? as far as im aware it’s a talent just like sac souls and decon, lack of attention and it being so weak is why it’s not used in raids and dungeons or pvp.
I suggested a long time ago they should make NP more like a 3 charge 30s CD system to summon “Stronger” demons similar to the Destro Leggo portals from Legion… except these summon Demons…
It would allow you to choose how you use them… either spam all 3 for burst/kill opportunities in PvP/Pve or use them sparingly for more sustain.
Realistically… posts like these don’t get much traction tho… blizzard knows what’s wrong with the game and they could fix them but I think its a time/effort/etc kinda deal so a ton of classes have “Dead” talents.

Nether Portal basically sucks in open world too.
Its problems are:
Lack of movement; if you move you lose it. A possible solution would be to make it more like Rune of Power in that its only works if you’re standing close to it but doesn’t disappear if you move.
Cast mechanics; having to cast Shadow Bolt then HoG feels cumbersome. A possible solution would be to combine the two with and empowered Shadow Bolt that summons a demon when it hits.
Cooldown; it’s still too long, should be 2 min.
The damage is really just tweaking of numbers once they get the mechanics right, and if they could give it synergy with some other talents then that’d be good too.

Sacrificed Souls should be baseline along with inner demons is my personal thought. I just feel they fit in with the lore and they aren’t too impactful as talent options. I would replace the inner demon talent with a chance to summon additional demons when you use HoG and Dreadstalkers. The Sacrificed Souls I would replace with a second demon pet talent option, probably a permant tyrant being up and since it always buffs your demon damage it MIGHT be competitive enough to complete with demonic consumption but more testing would be required. they might have to give it demon abilities like when the felguard felstorms it channels into the felguard dealing shadowdamage along with the felstorm or something like that.
I don’t want demonic consumption to be nerfed, I just want the other two options to be viable. I almost feel like decon is just so staple in most builds that it should be a passive with the tyrant but then the 50 talent row would be just memes, not abilities, to keep it balanced. But that’s just my 2 cents.
If NP could be movable, then it would be possible to use it in those enviroments.
I’ll go demo that day! I really like demo the theme and execution are fun. But I also like to do some damage myself personally. And you don’t get much of that as demo you’re always funneling everything into a commander. I actually would want my shadow and demonbolts to be more than builders. I want them to hurt too.
tell them to bring back the legion infernal aoe minion or create a new aoe minion that has 100% uptime if they wanna leave the infernal for destro.

Honestly, that never bothered me as much as the Felguard seems to be the pet Demonology is expected to have out 99% of the time, but the interrupt for it has a longer CD (compared to the Felhunter) by 6 seconds and there’s no Devour Magic ability on the Felguard either.
Maybe that doesn’t bother most of you but as someone who plays as a Havoc demon hunter and various flavors of mage and even ele shaman, I never liked how Demonology was designed around a Felguard that seems to be missing so much utility.
While it’s true that Felguard have a CD, it does bring some very interesting aspects like being both a Stun and a Interrupt (and because the Interrupt happen on press but the stun have a travel time sometimes you can get 2 spells 1 interrupted the other stunned) and the Grimoire Felguard does the same.
Personally i am very found of the felguard as demonology pet, and it does bring AoE to booth, something no other pet outside of the felguard have.
