They went from being ruled by an autocratic King (Terenas) when alive to an autocratic Banshee Queen when undead. I don’t see anarchy in their history

Legion lore has unfortunately been historically vague. Then there’s all the retcons.
Not necessarily a bad thing. Nothing, nothing at all, is stopping me from using TRP3 to RP my observer as an E Girl selling fel bathwater.
I think the real question we need to ask is how many of the current demons were actually from the twisting nether originally. I feel like Imps, felhounds, Mo’arg, probably inquisitors,
overfiends, and maybe wrymtongues. They most likely had their own heirarchy until Sargeras forged them into the burning legion. Since sargeras is a titan, and his mind set is different from beings from the twisting nether its a bit hard to see what the fel beings society would be like if they werent directly controlled by two outside powers.
Imps claim to come from Azeroth. Azeroth is where Fire Elemental Imps are found by the way.
Overfiends are also found in the Firelands. Half of the Aranasi resemble Fire Spiders from the Firelands…
Goroth is called a Pit Lord by Xal’atath and the Dungeon Journal mentions that his flesh is scarred and wounded and yet he looks like a mass of Elemental-Infused Rock like the Abyssals and Infernals(who we know are Elementals stuffed into rocks).
Someone on the Legion likes Fire Elementals. Considering the Nathrezim were officially “exiled” because of the Stonewright who made the Stoneborn one would think the Pit Lords, Infernals and Abyssals are their answer to her creations which themselves are her answer to the Nathrezim.
In the end it’s likely that the Mo’arg, Inquisitors, Wyrmtongues and Felhounds are Native Demons while the rest are converts with the majority being either Elementals(Pit Lords, Abyssals, Infernals, Imps, Aranasi and Overfiends) or Eredar(Wrathguard, Doommaiden and Man’ari).
Interesting read…now that I think about it, most demons we know in the current lore are just corrupted races even the mighty Sargeras himself. Dread Lords were shown to be native to SL… Eredar as powerful as they were are just the same.
So it begs the question are there any real demons in the Lore of WoW… it be kinda cool to explore this in the game where a possible story we find out that the Legion as bad #$% as they are, there just outcast and much more weaker, among their native Pure Fel Breed Demon Lords that control the Chaos Realm.
At least I like to meet one… starting with the Primordium Demons of the Incubi and Succubus Race that seem like are the only TRUE Demons we seen… I think it be an interesting side story to any main campaign IMO.
Oh why I like to see them and meet them…? Er for lore reasons of course nothing more ehem… yes, nothing more. (Joking)

There is a powerful warlock in the Soul Engine, in possession of a powerful tome. It contains forbidden secrets to summoning the most powerful of demons.
Even the Legion is afraid to call on these fel lords, but now I possess knowledge beyond theirs.
Fetch me the tome and I will never want for magic again.
It would seem you are correct on your assessment. Furthermore it seems the real Demon Factions are the sort that can be summoned casually unlike Sargeras’s Legion which requires power to pull off.
The guy who got us to grab the Tome made the mistake of only draining Fel from the Legion Ship(due to his desire to cure his affliction) and neglected to summon the Pantheon of Chaos due to his power trip driving him to drain us.
That’s one failsafe to avert Pantheon of Chaos attacks! The Legion knows just how addicting the drainage of Anima to fuel Fel is and so puts the secrets to such techniques with the summoning Spells for the Pantheon of Chaos.
Of course this failsafe clearly fails to account for someone as random as Hexadecimal from ReBoot or Discord from My Little Pony as such a person might ignore the power and go straight for the Spells to summon the Pantheon of Death.
Sargeras took a great risk letting those Spells anywhere near Azeroth even if the location is Suramar which is saturated in Arcane Order that would prevent summoning the Pantheon of Chaos on a whim.
Sargeras just got lucky we sacrificed the Black Tome to fuel our Artifact after we looted it from the Nightfallen’s corpse rather than casually summon the Pantheon of Chaos on a whim!
Well if you’re Alliance you can always go to the Exodar and attend the walking lecture on the subject.

I like how Fel reflects its Primal Parents, it has the vampiric self destructive qualities of the Void and the Light fixation burn or convert/corrupt all it touches that gets in its “Fated Path” etc but Fel goes more on a whim. lol
Definitely it be a great side quest to explore as a DH or Warlock for a cool Transmog or even set the story for these Pantheon of Chaos as DH or Warlocks get a Boon in the form of changing their powers like the green fire quest or something cool… IMO.
