Because they locked the key component to it behind the choice of wilfreds or Tyranny and Wilfreds is still better over all dmg than Tyranny is. Back in Shadowlands you could get both 1min Tyrant and the bonus from ramping it properly but now you get one or the other and even in pure ST it will never out perform 1min tyrant unless the fight is exactly 1 minute

Demonic Consumption scaled with stamina, its replacement doesn’t and, as such, is very underwhelming.

At this point you’re stuck with Destro. After the buffs it’s doing very well in raid.
New Affy will be dead on arrival and Demo is just left in the dust with so much movement and so few adds.
Sennarth is just a Demo nightmare.
