The leveling in DF and TWW is worse because they gave everybody flying at the start of the expansion and designed the leveling experience with that in mind.

The leveling experience sucked long before Delves came around.

I wouldn’t say sucked. A lot (maybe a majority) like it this way. Leveling has never been fun. It has always just been a time gate before you get to the real content.
