The only Engineering one I see is the Deepdive Helmet, which requires Engineering 1 to use.
Correct, you would have to have engineering. I swore there was one from BfA called Shimmerscale Diving helm that anyone could use. I remember giving them to guildmates. Gonna log into my Gnome now and look.
