Tier 8: recommended ilvl 600. Drops 603 gear. Mayhap the delves are a bit too hard for the rewards they drop.
No, the patch they did yesterday had some issues. they are fixing it. Delves Tuning, Sept 12th - #472 by Kaivax. 603 is fine and 616 from vault rewards.
