I had a ethereal portal in my Waterworks t11 delve and I was only able to get to 97% of the mobs cleared in the progress bar that would open the end door in the Ethereal Routing Station. I saw there was 1 observer mob that was at the side section under the main floor, tried jumping down and it has to be unintentional because I died immediately. Had to exit out the portal and finish the delve normally.
I have this same problem, I’m stuck at 96% with the same objective killing the released creatures, one must have not spawned in the room.

Just happened to me in The Waterworks. Progress bar got to 99%, no mobs left to kill. Had to finish the delve normally.
Though the bug needs to be addressed, I’ve been able to finish in this instance by going back out the portal, getting in combat with something, and going back through the portal to snap the new mobs into the routing station. Those mobs have then counted toward the percent for me. That said, a small percentage of the time, I am unable to use the portal in combat.
And late on PTR, they almost halved the % per kill, so we had to defeat many more enemies to get into these Routing Station’s treasure rooms… I was always wondering if this would lead to players not having enough enemies, but bugged ones… ouch.
