Yes you can, Coolduid. The restriction is, if the character is level 30+, once you delete it the character name goes on a cooldown for 30 days where only your Battle.net account will have access to it.
If the character is level 30+, as long as you are creating the character on one of the WoW licenses on your Battle.net account you’ll continue to have access to it.
If it’s under 30, the name will be accessible to anyone almost immediately.
