Because open world content has a ceiling just like other content does, as well. And the gear ceiling for open world is lower than Mythic raiding or high M+ keys.

Do it fot fun and catch up gear. Go do advanced content for advanced gear. And i’m like you - doing oorn world.

Im sure it does scale. On newly 70 toons I get blue gear. On geared toons I get purple gear.
I think the problem is the scaling stops. But its not really a problem. Harder gear should be hidden behind harder content. I say this as someone who sticks to below 10+ mythics and rarely if ever raids.
Also, last season it was 402, and this season 441. So it has scaled.
I didn’t skip it. You said:
If it’s the same ilevel someone has already that Mythic raids, then what does that make it? Mythic raid ilevel.
If someone already has M+ 20 ilevel gear, then if this open world gear is the same ilevel they have already, then what does that make the open world gear? On par with M+ 20.
See where I’m going with this?
Not sure how Emerald Dream is on its final week, considering there are open world players out there getting and upgrading this gear.
That’s who it was meant for. That’s what I asked for: open world gear progression for my open world self. And I got it.
Where are us open world players going? Is something happening next week where we’re all quitting?
They do. 441 is the ceiling that they scale to.

It does scale with your ilvl, and it’s supposed to be pointless gear for people who actively do raid/M+.
If you do it on a ~360 character, you probably won’t get a 441.
The only reason to do it is because it’s forced for keeping current on sparks.
You didn’t need to delete the idea or your OP just because we found a flaw in the concept. We build on it or find other ways to engage people of higher content in open world content.
