Most certainly - I main this character and I play two other characters now. It was recently one, but have made a tank.
My advice is ZM tends to only have 3 relevant quests (aka the world quests). Time alone will max out your cipher research and it’s not super important on alts. Timing how long it takes to usually do this is about 4-7 minutes based on the WQ and always solving the puzzle using popococ. I ignore everything else in terms of ‘daily’ and the weekly completes itself if I do those 3 WQs everyday. So in total ‘obligatory’ time it’s about 15-20 minutes a day.
Outside of that once you have your legendaries (p.s can send alts legendary currency) at a reduced cost you can just stick to whatever content you enjoy. You’ll build up the currency you need to upgrade just through that.
It’s good because outside of WoW life is crazy as an incident manager, so when I’ve had a 13 hour day I can get to what I want to do.
On workdays I put in maybe 25 minutes tops in the morning before work, sometimes 35 if I am trying to get the Nazjatar follower daily done (for an archievement I’m after).
On days off I’d put in about 2-5 hours usually doing low m+ keys or LFR raid.
Both my characters have gotten the 4 pce tier set.

I don’t think it’ll be long for my new baby monk to get it either.
