Does this not drop for horde or something? I’ve killed like 150 defias on my orc rogue and haven’t seen it yet, but had it drop almost instantly on my alli toons.

Dropped twice for me this morning. It’s just vendor trash, sadly.
My undead rogue had one back when this first launched. I don’t remember how many kills it took though. Just grind the highest level defias you can until it drops.
