Yes, it does. I have been using the legendary along with Ascendance and, if it procs while its up, it will extend it by 6 seconds for each proc. This also applies anytime it procs, it extend it by 6 second. (so if it procs and puts you in ascendance for 6 sec and you proc it again when it has 2 sec left, you will now have 8 more sec of ascendance.
My current maximum best time was maintaining ascendance for 45 second but the proc gods were really on my side that day.

Yep…pretty good for enhancement in M+ where the initial explosion is just bonkers damage.
