Decrypted Urh Cypher- no affect on some abilities?

The tooltip says “spell and ability cool down” but doesn’t affect Fleshcraft (signature ability) or Regeneratin’ (racial ability).
Oversight? Incorrect Tooltip? Bug? Working as intended Blizz standard?
