Yes, yes it is. Blizzard came down hard on gambling back in vanilla because you couldn’t get through IF without bumping into gambling stations run by players

People should really read that ToS.

Generally the rule is that you can’t publicly advertise it.

But the act of gambling itself isn’t prohibited because it’d be impossible to reasonably police.

i do it all the time with my guild every raid. pugs that sometimes run with us join in too. in retail and in classic
in classic i walk around /yelling if people want to deathroll and do it pretty consistently. been doing it since 2019 and nothing has ever happened to my account

Advertising it in any way is against the rules and can result in account penalties. Scamming people is also against the rules and can result in penalties. Scammed players do not get their gold or items back.

Gambling or betting with other players in-game is entirely at your own risk. If you are the victim of a scam, contact us. Customer support cannot restore any of your losses, but will take action against confirmed scammers whenever possible so they won’t scam other players.

short answer is no its not allowed.

long answer is no its still not allowed but some people do it anyway.

As I recall it’s allowed, you just can’t advertise for it, and with all out of window transactions Blizzard doesn’t enforce it.

Some notable ones on moon guard got banned semi-recently.

It’s probably just a report quantity thing. If people don’t care enough to report it in numbers that make it look like something out of the norm, nothing’s gonna happen.

Blizzard doesn’t really do proactive moderation, and most people either have fun with the gambling or just find it a mild nuisance and move on without reporting.

It is, but anyone actually reporting this is kind of just pathetic.
Goes for most reports, honestly. Need to really kill this snitch culture brewing in society.
