For AoE. Cast Hover twice, TTS if you have it, Fire breath, mass dis for charged blast stacks, Deep Breath (gain both hover charges back), (20stk) pyre, Eternity, Mass Dis, (20stk) pyre. Living flame when you need EB proc, Shatter star will be before an empowered spell when you have the set bonuses.
Single target you basically remove the pyres from the equation. So it’s quite a bit more than what you have said.
Flame Shaper just adds two engulf casts after fire breath for AoE and ST.
