Unfortunately HC won’t progress to TBC. We’re quite a lot that would like this, and the Anniversary HC server seems kinda meaningless now.
HC players from DP and SR transfer to Era. So that’s just wrong.

P5 is just around the corner.
This seems kinda normal to me. Any time stuff is on farm and people are just waiting for the next thing they go do something else with their time instead of sitting in the game.
TBC will be like this at some point too, and so will Wrath.
It’s going to be 3 months P5 and 3 months P6.
They always release new classic expansions around the end of November or early December before Christmas break.
That’s mainly for retail and the race to world first since nothing on anniversary needs to have live hotfixes

There are a few novembers in its history… but the odds are more likely it not be around that time… at least not since original Cata Launched. They ditched the November thing like 15 years ago
