I’m sure Blizzard is slacking some here but this is partially a matter of scale. Google, Amazon, Facebook, etc have redundancy for their redundancy for their redundancy all the way through the chain, so if say their EST datacenters are getting hammered their load balancers just route things to their CST and PST datacenters and everything still works, albeit with a bit of extra latency.
For the game servers in particular I haven’t seen anything that suggests that they can e.g. spin up shards for an EST realm on a PDT datacenter. The impression one gets is that their current cloud infrastructure is a bit of a bodge with a bunch of holdovers from the days when realms were physical server blades.
