When you get teleported to the docks you can speak with nathanos blight caller and he will give you a questline to unlock zuldazar
It is a phasing issue. Nothing to do with questline.
This is happening to me today. Why isn’t this fixed? It was first reported in mid-freaking-July?
As a general update, if you have started the Zandalari Trolls allied race quests, you need to finish that entire quest line for your city to get back to its normal state. I was having this same issue but I just finished that quest line and I can confirm it fixed it
