I think they selling those leaves that got stuck in they hair. Given they got that option at the start of Shadowlands they’re probably attached by some good ol’ Stormwind street grease.
One of them tried to sell me Goldclover, told me it would make me sleep deeper then ones in the Emerald Dream, he seemed to vanish when a patrol of guards made the rounds though.

Reminds me of the DK player ghouls having vendor-ghoul sounds, back in Wrath which was very funny. Of course it was fixed quickly.
You’d click on some random DK’s ghoul and it’d be like “…SALE… HERE!”

I don’t know I’m a tauren, I just know that Nelfs are super okay with killing wisps and just assume they’re okay with selling them as well.
