In the tooltip, it states that it causes your runic power spending abilities to deal shadowfrost damage, but death strike is still doing physical damage for both specs.
I think the way it works is that it “counts as” shadowfrost damage. Not that it is.
When hovering over icy talons, the tooltip explicitly states “your runic power spending abilities deal shadowfrost damage”.

okay, again as i stated before, the ptr says and i quote verbatum
“Runic Power spending abilities count as shadowfrost while Icy Talons is active.”
it just means that they “count as” not that they are. there’s a difference.
Not the talent tree — the icy talons buff itself (unless they fixed it).
okay, just saw this in-game. you’re right. the buff itself does say that they deal shadowfrost damage. this sounds like an oversight.

I was really looking forward to trying a razorice blood dk build for fun, too
It may have done Shadowfrost damage in beta, but it negated the Bloodshot talent, so now it only counts as such for the purposes of extra Reaper’s Mark stacks without lowering Death Strike’s damage.
