This is my first time coming onto the forums for anything but… I cannot seem to find Genn Greymane on my level 60 Alliance (she’s my only capped character). Is this a bug or something? :< I know what to do for the questline and everything, I just cannot find him to start it. I haven’t fully finished my covenants and what now (I’m a returning player). So, I’m not quite sure what to do or how to start it. </3
You know where to find him, I’ll bet.
My best guess is covenant; probably need to complete that to a point.
If so, sucks; right?
Oh, and take some time to scan this forum; I believe it was a topic several times over this weekend. Probably General Discussion.

Update:
So, for new / returning players unless you have finished the covenant (and choose which one you want to associate with), the quest will not appear for you. You MUST finish all of the shadowlands areas (or at least the main story questlines) and choose a covenant that you want to be a part of to be able to see Genn Greymane in The Enclave.
I know it might seem silly, but I genuinely didn’t know that upon returning. So I hope my making this thread helps any new / returning players wanting to get the Dark Ranger skin!
Bit of a nudge for this, but I had some friends that ran into the same issue, but they were further ahead and had chosen the covenant, etc. and still didn’t see the quest appear. I wish bliz would come out officially and say what the prerequisites are.
I’ve confirmed it’s Not required to unlock ZM world quests or even start ZM at all to see Genn Greymane in the Enclave in Oribos.
I know this because I have 7 maxed leveled characters and 4 of them picked up ZM campaign with no skips and only one character out of the 4 has completed ZM in it’s entirety. These other characters who haven’t step foot in ZM and can not see world quests on the map can still pick up the quest from Genn Greymane.
In addition, my other 3 other characters that skipped the first three ZM chapters and can see the world quests.
So progression in ZM is not required to pick up the Dark Ranger quest from Genn Greymane.
