What do you have to do specifically in the SL for the questline to drop? No its not just being level 70 either. What do you specifically have to do for the questline to drop. No youtube video answers this question either. Peace
according to comments on wowhead, you need to be at least level 60 and have chosen a covenant for the quest to appear.

Ok that makes sense, basically I have to play SL until i get to the quest point of choosing a Covenant. Thank you
