Completed Dark Infusion, Ready for turn-in but Umbric is not there to turn the quest in. I have reloaded the game, flew away and returned to the area, I have logged out of the game, I have exited the game, I have exited the game and restarted battle.net and nothing is correcting the issue.

When I did this during early access, I had to fly around to find him. I don’t recall where I found him, but it definitely was not under the quest marker on the minimap.
Also, Having the same issue! I reported it through the proper in game help button. Of course, I was told to go to Icy Veins, Battlenet, Wowhead to find answers.

Are you saying you completed the quest, “Dark Infusion?”
If so, were you like flying around The Howling Ridge, all around the Voidstorm, or all around the Eastern Kingdoms?

As I recall, I had progresses the zone story to getting Decimus’ manse (?) as a base/quest hub. Then, after having completed the quest objectives AND not finding Umbric under the quest marker, I teleported to Silvermoon to use the bank and AH, then teleported back and found Umbric had wandered back from wherever he had wandered off to, but was about 15 or so yards north of the quest marker placement.
I found the same issue. I discovered I needed to complete the Campaign “Domus Penumbra” and it unlocked Lord Umbrus after I completed the introductions in The Howling Ridge.
yet another thing bliztards failed to fix or check works…
