As of the most recent update, Token Exchange through the NPC Usuri Brightcoin in the Dalaran Sewers is not functioning. You are able to open the dialog window with the NPC, however clicking on any of the Emblems to initiate an exchange does not register or prompt you to accept the exchange.

There is a fix for this until they fix it themselves.
Run this macro with the vendor open.
/script BuyMerchantItem(1, X)
X is the number of emblems you want to purchase at once.
