Do you really need to get a character to 80 before you can get the war within intro skip? I can’t get it to show up despite having my main into the story now, and it seems that’s the issue?
Yes. You need to finish the campaign and unlock world quests.

Skip to open adventuring and world quests sure, but just the intro?
OMG. Well, that explains that, granted I don’t do skips because I don’t want to miss out on the experience and loot. But I’ve moved 9 characters from Dragon Flight to The War Within and replayed that intro quest enough I’m done with it. But I still need to do it 27 more times.
While I have one level 80 character, I just finished the campaign in the second zone and still have two more zones to complete before I can unlock “Steady Flight”. Least I can start funneling crafting material around easier as the prices for even the basics are stupid high and the finished goods are relatively lower than the components to make them.
Not necessarily max level
If you stick with the main story quest you complete them around level 76. The main story is pretty fast with most of the time dedicated to side quest.
I got pathfinder by level 77 just because you need to have explored all the places and finished the main story. So, flying around using skyriding after the main story unlocked everything pretty fast.
Just feels like it encourages rushing through through the story just for a simple intro skip, rather then actually taking your time.
