My Dalaran hearthstone won’t let either of my shamans teleport there. My other characters are just fine. It’s only my shamans.
The dalaran hearthstone in your toy collection will not work until your character physically goes there once.

You have to do the intro actually not just travel there

Go talk to Chromie and select Legion. She will send you there and you will be able to use Dalaran heathstones almost right away.

I had this problem for a moment when trying to use it in my Toy menu, but once I took it out and put it on one of my action bars, it worked just fine, both in the action bar and in the window. Not sure what the deal was; weird bug, I guess.

This worked for me on a freshly boosted L60 who had never been to new Dalaran. As soon as I set foot in the floating city, I was able to use the hearthstone, but not before then (even when it was dragged to an action bar.

have to do the intro quests…same for the garrison hearthstone for Warlords of Draenor
Yeah similarly you can’t use your garrison hearthstone toy until you have….a garrison.
That one makes sense, because a Garrison wouldn’t be there. But Dalaran is there. It’s just annoying. As someone with 64 characters I just don’t bother with it.

I had this issue as well and couldn’t even complete the legion starter quest once I got to Dalaran via the skip…But I realized it was because I still had a Dalaran toy IN my inventory. Once I destroyed it. i could complete and then use the Dalaran hearthstone toy.

OK so this happened to me too. Of my Remix characters, 6 in total, the Dalaran Hearthstone toy worked no problem on all but my Shaman. After reading the posts here, and trying all suggestions, the thing that worked for me was taking the legion intro quest from the war board, going to the ? near the docks and then skipping the quest chain, ending in Dalaran and closing the quest there. I tossed the “new” toy from my bag as some mentioned that caused issues and then the Dalaran Hearthstone on my bar started working. 
Not sure why it happened only on the Shaman though. All other Remix toons used it no issue and no intro quest when I took them through prepatch Dalaran.

Yep. Take a portal to somewhere in the Broken Isles and simply fly to Dalaran from there. Done.
Until recently I belived that the portal from Ogrimmar to Suramar was for Nightborn only but this is apperantly not so.
just ported to aszuna, flew to dalaran and the hearth still doesn’t work. So Ainde above me is wrong
went to stormwind warboard, accepted the legion quest, went to the NPC at SW harbor as directed and clicked to skip the intro quest. It took me to dalaran and I turned in a quest to a NPC right in front of me. One of the rewards was the dalaran hearthstone. I deleted the rewarded D hearthstone out of my inventory and was able to use my toy
