Seeing as how it’s a perfect scenario for it, I think Cross faction RP should be embraced in hubs like Dalaran. A weekly event of some sort, using Disc as a communication hub of some kind. Could have different rooms be different areas in Dal. Plus the Guards prevent anyone from fighting both IC and OOC.

Would be great if layers weren’t a thing. Maybe with grobbulus locked and people transferring off, and then the wrath craze subsiding, we can bring grobbulus back down to a single layer! Wouldn’t that be novel!
