It can happen when a realm shuts down suddenly. Some data doesn’t save, which in turn may mean that some things return to a state from before you did it, some may not.
This can work in your favor or it may not, but there isn’t anything against policy in completing the quests again. Unless you specifically caused the situation in which it allowed you to do them multiple times, which isn’t the case here.
