There is an issue involving the auction house UI, or some of the shaman spec information.
On the auction house, when searching for Weapons -> One-Handed, filtering for max level and usable only, as an enhancement shaman, 1 agility daggers are show in the results. This seems logical, as shamans can wield daggers, as listed under the weapon skills passive.
Turns out enhancement shaman’s CANNOT use agility daggers with storm strike and lava lash (two of the most important DPS abilities), returning a “Requires one-handed melee weapon” error. No where on tool tip is this specifically mentioned, like on rogue abilities that call specifically for daggers or swords. Despite being listed on the auction house under the one-handed section, daggers do not appear to count as one-handed weapons for the purposes of shamans. The only thing that might imply that a dagger isn’t an even usable option is the enhancement spec’s preferred weapons only listing axes, maces, and fist weapons. And that seems not entirely meaningful, as my resto spec can use all of its abilities using a 1-handed axe with intelligence on it, despite NOT having axes listed as a resto preferred weapon.
There is an information issue here, and I am out several thousand gold on a dagger that is useless to my character, and I only found out after equipping it. Please make all one-handed weapons work with enhancement abilities, or make it more clear in game that said abilities ONLY work with maces, axes, and fist weapons.
The deliberate class design choices made by the developers cannot, by definition, ever be a bug, so your suggestion will not be forwarded by QA to the devs from this forum.

It seems like a bug if the interface in the game does not clearly indicate this class design choice. The tooltips for Stormstrike says it energizes both weapons, implying you need to dual wield to use it. Lava lash calls on an off-hand weapon in its tool tip, also implying you need to dual wield to use it. According to other interface information in the game, daggers are one-handed weapons. Shamans can equip daggers. Therefore, I assume if I go onto the auction house in my enhancement spec, and search the auction house for a usable, max level one-handed weapon sorted by item level. Therefore, I assume any agility bearing weapon that pops up in the search results for one handed weapons that my character can equip and dual wield, are going to work with abilities that call on dual wielding weapons.
Before posting about it, I spent a good 10 minutes trying to figure out why my new dagger, a one handed agility weapon that a shaman can equip, give me an error telling me that I need to equip a one handed weapon. This is not a “Shaman sux, fix it!” complaint. This is “the interface of the game gave me literally no impression that this wouldn’t work and confounded me as to why the game wasn’t functioning as expected”. They can design the class however the feel, but if the interface they design to go with it needs to be clear about what it expects. If enhancement shamans can’t use daggers, don’t let them equip daggers, and don’t have them show up on the auction house as usable when they aren’t.
It is a bug if the game gives a “You must equip a one-handed weapon” error, when there are two one-handed weapons being wielded. That is erroneous. It is incorrect. It is a bug. It should tell me to equip a one handed mace, axe, or fist weapon. I’m grumpy because I’m down several thousand gold AND it took me far longer than it should to determine why in the world the game wasn’t functioning.
Can you provide an example? They changed Daggers to not be included in the One Handed category in Legion. Daggers are all fast (1.8) speed while all other 1Hs are slow (2.6). Any reference to Daggers still being in the 1H group would need to be fixed.
Go look at the auction house. Under the weapons tab, there are 4 sub categories. One-handed, two-handed, ranged, and misc. Daggers are found under the one-handed section of the auction house. And its not just weapons with one-handed at the start of the name (like one-handed axes, one-handed maces and one-handed swords), It includes fist weapons, warglaives, wands (??), and daggers. Shamans can equip daggers, axes, maces, and fist weapons from this section of the auction house. The section labeled One-Handed weapons. There isn’t a fast 1h section or a slow 1h section, just a one handed section that also includes a ranged weapon as well for some reason. The other one handed ranged weapons (your thrown items) are in the ranged section of the auction house.
Additionally, go look at any old dagger you pick up. It is listed as a one-hand weapon, the exact same tooltip used by 1h maces, axes, and fist weapons. On item tooltips, outside of the speed listing, they are all identical. And there is nothing in the shaman tooltips I’ve seen that say “You must have a 2.6 speed one-hand weapon for your abilities to work, no 1.8 speed weapons”
This isn’t complicated. Daggers either are or aren’t one-handed weapons. Tons of interface clues in the game tell me that they are one-handed weapons. By some design choice, they seem to have been changed to be their own class of weapons, but with little to no in-game indication of this distinction.
