As of 10.1, Disturbed Dirt and Expedition Supply Packs no longer seem to be dropping the treasure maps needed for the Treasures of X exploration achievements.
As someone who’s already farmed several of them, I know that it’s a rare drop chance, but I’m starting to wonder if the changes to the loot tables of Dirt and Packs broke something. I’ve gotten several very rare transmogs and not a single map.
Might be something worth looking into for people who have access to that data.
I’ve been wondering this myself. I’ve been wearing out shovels with 0% luck.
Update:
As of May 12 2023, this has been fixed. After flying around for several hours I was able to collect all the items listed below and complete the achievement Treasure Hunter of the Dragon Isles (roughly 200 shovel charges). Thank you to the dev(s) who fixed this.

Can confirm. This is also something that I’ve been struggling with for weeks now (even before 10.1 release).
I’ve opened a ticket about this but with no success. GM said that from their perspective everything looks okay and to submit a bug report.

Achievements affected
I’ve been farming this with another player for hours on end, eventually, they obtained all the drops and completed their achievement, but my toon has never seen them drop.
I’ve checked and confirmed that I’ve completed the prerequisite quest(s). My toon has been looting "Glimmering Neltharite Cluster"s which is one of the prerequisites before you are able to loot the others (based on my understanding from talking to players and checking WoWHead etc).
I think I’m close to having opened 2000 Disturbed Dirts / Expedition Packs and I continue to do so in case I’ve been incredibly unlucky. Honestly hoping to just see at least 1 of the 5 items drop so that my faith can be restored that this isn’t bugged, but still no dice. Will be flying around and opening another ~100-200 today.
Will update if anything changes, good to see that I’m not the only one with this issue.
Same for me. Over 100 nodes farmed, not one single map. As a Jewelcrafter, this is a huge break to my class. I cant get the recipes to make the pets.
I have been farming these since reaching the appropriate renown level and getting the black cluster. Within 2 weeks I found the green (January 10th 23)
A guildie started searching after I did, and he found all 5 within a month-ish.
On an alt, I got a map and found the blue while levelling, but my JC main still hasn’t located it.
I have used over 100 spades (5 charges each) and about 20 shovels (20 charges each) just in Thaldraszuz alone ( that’s just digging, this isn’t counting the packs and magic chests opened also) with no luck.
I didnt keep track of how many shovels were used in Azure span or Waking shores so far, but I can’t find these 3 maps for anything.
I can confirm though, that its not just a 10.1 issue, but I beg the titans with every chest or dirt I open and it seems they have abandoned me.
Elsewhere it says they should be in about 1 out of every 50 chests/dirt.

I FINALLY got a map today from a dirt pile. Couldn’t believe my eyes it has been so long since I saw one. Not sure if something was stealth fixed or just insanely lucky.

Edit2: Gnoll Fiend Flail map 20 minutes after the ruby. Now just need sapphire
Final edit, just got the sapphire map.
Got all the remaining ones in less than an hour. they had to have done a hotfix
