Cyrce's Circlet Windsinger's Runed Citrine Changing stats upon log-in

When i log into the game and have a Flask of Alchemical Chaos active (from when i previously logged off),

the windsinger’s runed Citrine changes from Mastery to Haste (even though my mastery is still higher than my haste).

The windsinger’s runed citrine is not supposed to change stats unless it is un-equipped and re-equipped.

Are you basing this off the character sheet % or the raw stat value

The windsinger’s runed citrine is not supposed to change stats unless it is un-equipped and re-equipped.

idk, relogging seems like a good qualifier for it to update the stat it provides
