Is there a cyrce’s circlet ring upgrade quest this week? I’m not seeing it on the Isle.

You need to fill up the zone progress bar, it’ll show once you do that.
Unless you didn’t do it last week then you can get a key to a chest from an elite in that pool area which opens a chest where that bird flies and then you can loot the upgrade items from that chest and just do the quest for last week.
